Because going sour isn't the only sign of milk products going bad, or necessarily that they have gone bad. Actually, the product should rightfully be called 'soured' cream, since it isn't sour but rather has been soured.

Sour cream can usually be refrigerated in its container for more than a month after the date stamped on the bottom of the container. Mold: If any mold forms on the cream's surface, the entire container should be discarded immediately. That's why there is an expiration date. Now you know.

It's a dairy item, and like other dairy items (yogurt, milk, eggs, etc.), it will spoil after awhile. Even though sour cream is already "sour" it's not spoiled.
