If he lived with you all year, you provided more than half of his support, he is not eligible to be claimed by anyone else, then you can. There are a couple other requirements, but he probably meets those - you've hit the main ones. Having him as a dependent would not qualify you to file as head of household though.

There is a possibility you could claim them, although you need to see if you meet all 4 tests that is detailed in IRS Publication 501.

EDIT: those who said no are wrong. the laws changed 2 years ago and made any adult that you provided more than 1/2 of thier support elligable to be claimed as your dependant
