And of course I do not give it to him. He will drink bath water or try to take a drink of my tea. He will put his face in the tub until his tongue can reach the water.

Remember that these dogs are very eccentric and have lots of little quirks - one of mine likes to lick the washing machine and the base of the toilet or the side of the tub... and she puts herself in the corner, which can be amusing at times but there's certainly no explanation for it. I'd probably just chalk it up to personality, as long as it's not an unhealthy habit. You may check with your vet, as well, though.

A better question would be: Why do you give your Shih Tzu hot water?
Dogs will drink what they are given, but room temperature water is best for their digestive systems.

After a cold walk, your dog may appreciate some warm water. Just make sure that it is more the temperature of bath water, not tea. And still proivide the usually cool fresh water as well

maybe youre puppy is freezing cold or you shouldnt always gave the dog any thing thats will cause burning their lips with hottter water . maybe you should try to gave some warm water instead then if its very hot out side you should always gave cold drinking water to cool the dog body temper slow .

Don't feel so bad. One of mine eats cucumbers & hides his dog food all around the house. Personally, I think all shih tzu's are demented, but that's one of the reasons they're so much fun.

do you give it hot water? my shih tzu eats and drinks ANYTHING...but you should consult your vet.
