this guy i know he always is teasing me and making fun of me and laughing at me. when i talk to my friends, he always starts conversation with me and butts in. i don't get it. does he like me or does he hate me? or neither?

Sounds to me like he likes you and just really wants your attention. Guys are like that - they dont know how to tell you how they feel so they just bug you and act like annoying jackasses to get your attention, even though its the wrong kind of attention!!
Just tell him to back off unless you like him back then tell him nicely that you know he likes you and maybe youd give him a chance if he wasnt so immature

He's proabably just immature and that's his way of saying i like you. However, if you seem to like the teasing, he'll continue. If he gives more eye contact than he does to others, then he definitely likes you.
By the way, to answer your earlier question about me, i'm 17.
