Funny you should mention that.

I remember when I was in year 2 in primary school (ahh 1997 - memories), and we had a brand new (the school's first proper computer) RM computer.
I remember clearly that when it was logged in for pupils, each program group was laid out so that we could find everything with ease. The start menu was there as well.

However, there was also another taskbar at the top of the screen. Where Start is in the bottom left, we had a button in the top right labelled 'Finish', from which we could log off or shut down.

I might guess that the current Windows setup is that you click 'Start' to shut down because you will be 'Starting' the shut down procedure, but whatever the reason, it has been unchanged since 1994.

We never used to though, in the old days of Windows 3.11, we used to click File >> Exit Windows, which used to return us to the C:\ prompt.

Because clicking on Start is where you access all the programs you can "start".

"Turn off computer" is only one of the many options available.
