Evil in the hebrew here means destruction (also, the NIV translation literally says "destruction"), and in this specific prophecy from Isaiah (the prophet), it means God brings destruction on the nations that are un-godly.
Here Isaiah prophecies the destruction of King Cyrus' Empire 125 years before Cyrus was born!
Creating pure evil would be a difficult task to undertake. This verse explains how God can and will destroy the nations that defy him continously. History shows the proof in that. Empires have risen and fallen through the ages.
The Kingdom of Heaven shall never fall.

Isaiah 45:7 contrasts opposites. Darkness is the opposite of light. However, evil is not the opposite of peace. The Hebrew word translated "peace" is shâlôm,2 which has many meanings, mostly related to the well being of individuals. Râ‛âh,3 the Hebrew word translated "evil" in the KJV often refers to adversity or calamity.

My Bible says: I form the light and create the darkness, I bring prosperity and create disaster; I the Lord do all this things. It clearly points to mistranslation and that is why fundamentalists quote a verse instead of reading an entire chapter. I would say seeing the whole picture puts things into perspective and quoting verses is equivalent to eavesdropping and hearing snippets of a conversation. You are bound to come to the strangest of conclusions! Are you not?

Which is why we muslims dont believe satan is necessarily evil...he just tempts man at the right time and he does it with pride. If you equate fickle mindedness with evil, then yes he might be considered evil.
Also, good and bad are perceptions.
Reality is a perception. Check my previous questions about this one.
What we perceive as good and bad are actually nothing more than perceptions and not really a representation of what is True.
What is true is that God creates all of these, yes...even what we consider bad.
Thats where faith comes in.
Granted it is a very interesting subject.

Tough question, but a really good one.
The question somewhat asks the question, "Can God do evil things?"
And the answer to that is simply "No". God is not evil.
Moreover, creating in created beings the capacity to do evil in and of itself is not evil. Adam and Eve were created perfect but with the capacity to sin (commit evil, if you will).
Evil and Sin (by definition) are that which is in opposition to good. God is the ultimate source of good. He is purity and light.
The Bible also refers to Satan as having fell, implying that he, like Adam and Eve, was once "not fallen".
When God introduced what the Bible calls this "mystery of iniquity", He chose to allow evil in the world. This passage, and the one in your question leave no room to doubt that God is indeed the initiating source of evil.
However, there is something good about the presence of Evil in this world. Perhaps it is that having evil in this world provides mankind the ability to choose between God and Evil. It gives us the opportunity to reject our sinful nature and affirm our devotion to Him. Or perhaps it is something beyond our comprehension.
God is good, and while evil is bad, the introduction of Evil (somehow) is good, because God gave it.
Clear as mud, right?

James 1:13 says, 'And remember, no one who wants to do wrong should ever say, "God is tempting me." God is never tempted to do wrong, and he never tempts anyone else either.'
A mistranslation is an error in translation. I looked up the original and it is correct as translated. I really dislike admiting that...
In context, it is a contrast Light/ Darkness :: Peace/ Evil ... so by implication the evil is calamity in war.

God never committed sin....he can enact evil, doom, death, dismay, etc...at will. He just has not sinned.
