In this situation, you should do the following. Take a newspaper or a large magazine, roll it up tightly, and then proceed to hit yourself over the head with it while saying loudly, "I should have been watching the dog."
In all seriousness, the problem you have here is one that you are creating by letting your dog have free reign of your household. I assume that Lacy is getting into the trash and taking food off the table when nobody in your household is watching her - such as when you're gone, or when you're in the other room to bring more food out.
In a dog pack, your dog should be with you, or at least within sight at all times. When that's the case, it's easy to correct her for getting into the trash, because you can see her go up to it.
When you see that, clap your hands and say loudly, "Uh-uh!" or "No" or whatever you want your "don't do that" command to be. A loud noise like "ACK" or "PFUI" works better than "no" in many cases because it gets your dog's attention better (I assume you, like most people, use no for other things as well, but would probably only use the "no sound" for your dog - that makes things easier to understand for her).
If you don't want to constantly pay attention to your dog, you may want to consider removing the temptation - get a trash can with a lid or place your trash in a location where Lacy cannot get to it, such as under the sink or behind a door.
And if Lacy cannot behave herself in the dining room ("Go lay down" or "Go to your bed" should be sufficient to send her away from the table), then she should not be in the dining room while there is food on the table. You can either take her to another room or her crate for the duration, and let her back in after you're done eating.

There isn't a way to discipline a dog unless you catch them in the act. So my best advice for the trash can dilemma - get a lid, put it in a cabinet or pantry.
As for eating the food off the table - the same thing goes. Unless you catch her in the act you can't do anything about it really. You can try to put some chicken on the table with lots of cayenne pepper or tabasco sauce on or in it. A few times with that and that should curb the behavior. Change the food up - use other things besides chicken.
I'd rather have a dog that had a hot irritated palate than a dog in the 24 hour emergency vet hospital for ingesting something she shouldn't have.

yes , some good advise given already, well I think if you allow your dog to come into the room where you eat then it´s normal for your dog to think it´s fine to help herself, Dog´s eat at any time and the more there is lying around the more they´ll eat . Try buying a different waste bin , one with a swing lid ,or something that´s not so easy for her . when you see or catch her doing bad thing´s a SHARP NO , for example if she is chewing things , say NO, give her one of her toy´s then walk away & carry on like this, always give your dog a small treat when she obey´s . & like this she will learn what is good and what is bad , take´s time but you´ll get there. Squirt water at her from a spray bottle (WHILE SHE IS DOING THE BAD BEHAVIOR). Dogs find it very humiliating. If you do not catch her in the act, do not attempt to discipline her.
Dogs view events as if they were snapshots. i.e. "Here i am getting food off the table and I am being sprayed" If you wait to punish her, the snapshot would be: "here I am sitting on the floor being sprayed"
They must connect both acts in order to learn.

guess a rolled up newspaper is out since you dont want to cause pain. get a water bottle and squirt her whenever she does something bad my only other idea. works on some dogs, some like it though.

use your deepest voice and tell her NO! i agree that you should not cause her pain. alot of people would say to hit her, i disagree. just be patient and continue to tell her no, or put her in a different room while you are eating. for the trash, put strong smelling garlic or pepper or a combo of both in the trash can.

i dont believe in spanking my animals i believe that there are better ways . you could try showing it to her and telling her no shes bad . and to make her go lay down i would try that and see if that works. also you could call your vet and ask for some helpful tips good luck
