Benvinguts is from Catalonia (Eastern Spain). From what I've read, Bienvenue is a calque of the English word (Welcome) while bienvenidos, benvenuto and benvinguts in turn, are all calques of the French word. Traditionally, the Romance languages did not use words meaning "Welcome" (from Old English wilcuma - willa 'pleasure + cuma 'coming') to greet someone. In fact, Spanish still sometimes uses "Saludos!" instead.
