You don't file the 1099, the party that paid you already reported that income to the IRS. You need to file a Form 1040 with a Schedule C if you have any expenses to apply against it (tools, protective clothing, office, etc.) and a Schedule SE to pay your FICA.

Nope; it's only the law and you can always choose to break it, pay interest and penalty, and have your returns audited for the next 20 years because you can bet HE'S going to file his copy.

Yes, you must claim the income on your return. If it's your only income you still must file since you had more than $400.00 in Self Employment income.
