The money is for his mother to take care of him. i.e.. if she uses it to pay the mortgage, that is fine because the rent is to house the family which he is a part of and is benefiting from. It cost more to take care of a child then the little check the government gives. And I don't just mean financially!

I have a cousin who adopted a foster child and she is getting a check from the state for her. The check is really for the both of them. It's for her to buy the things s/he needs and it's for her to help out with the rent, food, utilities etc. but not for her own personal use.
