Maybe some black pants and a cute shirt or some nice dark jeans with heels and a cute shirt. Depends on what kind of guy you are. If you are a more casual laid back kind of guy, I'd be wearing the outfit with the jeans.
Oh, and sushi is a good choice for a dinner date! Woo Hoo for that! You are a good boy. What time will you come get me? he he he...

Oh, boy a first date....RING, RING, sis, what should I wear? She rushes over with her clothes, I try on everything in BOTH our wardrobes. First date, "nice" Sushi place.....dark jeans with a dressy top. Black heels...the pointy-toe, stiletto ones. Hair down...with and elastic to put it up later. A cute hat, scarf, and gloves (yeah, they weren't kiddin', it's cold). Make-up done with help from sis. Fresh paint on the nails....
Geez, it's been a while since I had a first date. If her nails are painted, compliment them (if they're not all chipped and stuff); otherwise, compliment her top.

Seeing as how it would be the first date, something nice, but not too revealing. Oh, and warm its really cold out there.

i would be in many many layers it is so very cold out here only about 9 degrees Fahrenheit
