Does anyone know who I can contact by e-mail or phone with a question about a tax ID number for someone who doesn't have a social security number?

Call the IRS at 1-800-829-1040
You need to complete form W7 and submit it with the required documentation and your 2006 tax return to the Philadelphia Service Center

You need two types of documents with your photo and personal information on it, (ID, Driver License, Passport, Matricula Consular for Mexicans, Etc) you have to notarized the copies and send it with your tax return. Or you can go to a tax office like H&R Block and they charge extra for that form but they do everything for you.

That kind of depends upon what you're trying to do.

Someone who isn't eligible for an SSN can get an ITIN by filing Form W7 with the IRS.

If they don't have a SS#, and they aren't a new baby, call ICE because they are illegal.
