I believe that (and I'm not 100% sure on this) that it is making reference to "beaver pelt" or fur....just like any other fur, I suppose, but when one uses the term pelt - beaver is usually associated with it.... it is also one of the valuable furs....the beaver pelt that is...

just like the beaver [animal] , it has the ability to dam up at any given moment, depending on many variables of course.
