laws in Ct?

I was wondering if anyone knew the laws in Connecticut to protect ones self about harrassment, as far as one person harrassing another by phone, email, etc. but not sexual harrassment???

In that particular case,harrassment by phone or e-mail the law is very soft.The reason is that you have to have some kind of evidence.
