Morality is an effect of evolution. As the human evolves toward a higher level of evolution, the individual becomes more aware of others, and others feelings. Compassion, genuine love and tolerance, gives the individual a hardened moral platform, from which they guide their life.
Reincarnation also plays a role in morality. Knowing that all your wrong-doing causes a moral debt, which will need to be repaid, has a sobering effect on ones conscience. The knowledge, acceptance and understanding of reincarnation is a evolutionary leap in ones course of life.

Indirectly. Morality could not exist without a speech center. Morality is the product of a society whose members can communicate abstract thought. In more primitive primate societies, gain and loss (pleasure and pain) dictate behavior. The transformation to right and wrong came from our our ability to communicate and codify abstract ideas. Chimps are capable of some abstraction, but cannot express a moral code.

No. Evolution theory cannot even explain the existence of the human mind, let alone morality.
If evolution were true, then we shouldn't be any smarter than a chimp; and apes are actually pretty dumb, given their large brains and hands, and they can barely use tools.
