I think the best way to go is to go to a salon and have your eyebrows shaped by a professional. They will probably use a combination of wax and plucking to shape your eyebrows. Alternatively, you can have your eyebrows threaded. It doesn't hurt as much as plucking or waxing (but of course, your mileage may vary... sometimes it can be just as painful, but personally, I've had both waxing and threading, and I didn't find the threading to be as painful. I've heard others say it was more painful. You can certainly give it a try once and see how it goes.)
If none of these is an option for you, try this latina trick: Get a pack of "Perfilador" razors. They should be available at Walgreens or at your local Mexican market (ask for it by brand, I've never seen any other brands out there, and they are generally located near the other types of razors). They come 3 in a pack, and it's basically a small razor at the end of a flat, pen-sized wand, and it's designed specifically for facial hair. Simply use the razor to shave off any stray hairs. It's painless, but the drawback is that you'll have to use the razors more often.

Either go over their natural shape with an eyeliner/brow pencil in the same tone as your eyebrows, or brush through clear mascara to keep them neat and tidy and in shape.

Use a brow brush or an old toothbrush - brush all the hairs so they are pointing up towards your hair line. Then take the edge of the brush and just sweep it along the very top of the brow. Works for me! you can use a teeny bit of vaseline to keep in place!

the best way is is wax strips u can buy them cheap at any chemist i used to pluck but it last longer waxing an u get a better shape to

since you dont wnat to remove any hair try the following:
use a brush or a toothbrush. wet them and brush up like a horror movie them go from the inner corner of your eye to the outer curving the hair back into place. you can shape them any way you want with this technique. it sounds like your brows are thin and you want to keep what you have but make it look good :-)

I just started threading and I love it. I think it's better than waxing cuz your eyesbrows don't turn all red afterwards and it lasts longer. At first it feels weird but once you do it a couple of times you get used to it. Waxing hurts more.

you can train your eyebrows by putting on vasaline and with a small comb or old mascara stick comb your eyebrows to the shape you want
