having "urges" are normal, ....to avoid making mistakes far too early, avoid situations where you can act on those urges, (for example don't go to a guys house, go out to movies, double date, etc.) also, there's nothing wrong with self pleasure, it's not risky,
also, when you are with a "partner' and feel that you want to make that "choice"...give yourself the 24hour rule, wait 24hours, if you still have the same feelings after being removed from the heated situation, you can always go back & complete the action..but you can't erase it once it's done. waiting is best, wait as long as you can. til marriage is best.....the older you are when you make this choice, the better for you, for your future...

if you are in puberty that,s normal i was about 14 when i had
those erges,but avoid it because it comes with consequences
that you are not able to bear and believe you me,they bring
emotional pain,its time to talk to your mom,or female adult you
trust who can be honest to you without judgement and blame
that way you will be able to open up it good to have someone
to talk to maybe counselor,school nurse,a trusted aunt,cousin
neighbor.please talk to someone even your father who
can give you insight from a male perspective.so you know
what to look for.

You don't say how old you are but if you are less than eighteen you definitely don't need to do it and if you are less than 21 you're taking a big chance if you do.
There are a lot of disease out there that people don't think to tell you about before they have sex with you and it's hard to explain to your parents how you caught something.

It is very normal to have urges. And you are mature in recognizing that you may be too young. It is part of puberty and growing up, just part of life. Everyone has to deal with these feelings and decide when they should act on them. It is also normal and healthy to want to masturbate and explore these feelings with yourself.
