If you ask the police, their official word probably will be that they absolutely do not have quotas.
How do you know your friend's information is accurate, and not mere speculation?
Can you prove that the police have quotas? Can you prove that there is a prohibition against quotas? If you can, you might try to sue the police on that grounds. Otherwise, there's really nothing eles you can do.
And as for your speeding ticket, just pay the dang fine, and try not to speed in a school zone again.
P.S.--most of us get caught in a speed trap at one time or another. It sucks, but it happens.

I think by democracy you are referring to our freedom, and that this is control beyond what is needed by our government. I would say it is unfair for the cops to be giving out one ticket every ten minutes considering I have heard that for every ticket a cop gives he gets a certain stipend of money from it. ( I E the increased pullovers I have noticed right before Christmas)
My brother is a police officer and I asked him how far over the speed limit you can go without being pulled over... he didnt want to answer but stated that usually a car wont get pulled over unless they are going at least five miles over.

Well one thing has nothing to do with the other.
But, no it doesn't sound like we live in a democracy. That's because the U.S. is a republic. We live under the rule of law not under the rule of the majority, Yes there are consequences if we chose to ignore those laws.
Republic:
a government having a chief of state who is not a monarch and who in modern times is usually a president (2) : a political unit (as a nation) having such a form of government b (1) : a government in which supreme power resides in a body of citizens entitled to vote and is exercised by elected officers and representatives responsible to them and governing "according to law".
Democracy:
a government by the people; especially : "rule of the majority" b : a government in which the supreme power is vested in the people and exercised by them directly or indirectly through a system of representation usually involving periodically held free elections.

Not that I think it is REASONABLE to give a ticket for one mile per hour over the posted limit, but technically it is speeding. Technically you can get a ticket for it.
Traffic laws are the most broken laws that there are. You could give one ticket a second and you wouldn't be able to give out enough.
I think this has nothing to do with if we a democracy or not. You are more than welcome to argue any ticket in court. I have done this a few times, and have been successful twice.

no if youve read a ticket it will tell you that you have to speed over 10mph of the speed limit in order to get a ticket. And a democracy is having the right to choose..so i dont think it ties in with the law. But yea maybe u should look into that ticket...Police have to make a certain quota each month for tickets, something for promotions or bonuses? HAH but they caught my @$$ passing through a red light

It's crap. No one ever got a ticket for being 1 mile over the speed limit and police have better things to do than "quota ticket"
You were speeding in a school zone; and the police are wrong; who are you kidding?
Better you get a ticket and slow down than hit a child while speeding.
IN short; obey the law and the limit, It ain't that damm hard.

The problem is that there are some serious accidents that injure or kill people, so police crack down. School zones are not speed traps - they are areas where small children walk and drivers should be extra careful.
Sorry, but I'd rather have police enforcing these limits even it they are overly stringent.

What the notice means is that the police have been told to crack down on speeders and do their job. And sure, the average citizen has it totally in his/her control - OBEY THE SPEED LIMIT.
That shouldn't be too hard to figure out there, guy.

All a representative democracy means is that the majority has representatives make decisions for them.
There are no inherent freedoms granted in a democracy; the US just happened to be created this way.
