Well, you'd have to define what is a problem.
Many cities have legal prostitution and do just fine with that. Rules are set to attempt to maintain safety for all parties (including society). The places where the problems would be the worst, would be in places that are very poor and where it's poorly controlled (either illegal or completely unregulated).
Then you have all the negatives of violence and disease that most people assosciate with the problems of prostitution. I'd have to consider Thailand (Bangkok etc) as some of the worst places just for the prevalance of child prostitution.
Between consenting adults, I really don't care what happens. When one party doesn't have a choice (either by poverty or other force), then it's just rape and wrong no matter what the law says.

Well the highest concentration i can IMAGINE is Amsterdam -but since its accepted as normal dont think they view it as problem
