An interesting conundrum, based upon the premise of predestination. My God concept includes the idea that somehow, all possible manifestations of a given action are played out. God gives us free will which allows us, through our actions, to find the particular manifestation which is the consequence of our action.
We are always faced with choices, some good, some bad, some honorable, some dishonorable, some legal, some illegal. We are the ones who make that choice-to blame it on a concept of evil is copping out on our personal responsibility.

You think God made satan with man's plan?
Satan's actions were still the volitional choice of satan. God did not chose for him.
God's actions are NEVER trial and error. They are a process towards and end. Perfect at that.

no. cos at the end of the day then the hole reason for him making satan was that everyone would be evil and first and then people who were wise enough to stand up against satan, and believe in him and the Lord Jesus, would go to heaven. this way, he would have all the good people in his kingdome. remeber he gave us all free will for a reason. the reason to pick what side to join: stay with satan who controls us with evil thoughts or convert to Jesus, who loves and promises us hope in our life. xxxx

God is able to look into all things, but who's to say that He chooses to. Gen 2:19
"And out of the ground the LORD God formed every beast of the field, and every fowl of the air; and brought them unto Adam to see what he would call them:"
Maybe He likes to sit back and see what His creation does with what He has given them as He did in this case. Who are we to question the Almighty that could strike us dead at any moment?
