I don't believe that reality is just a perception. But for those that do - there are still billions of people, so all their perceptions go into play as well. But yes, logically it does follow that if people's perception changes, reality changes.

This is certainly true socially. If something is seen as bad by a lot of people, it becomes socially risky to do that - abortion for instance. So those that want to have one, will have to find illegal ways to get an abortion - which is by definition a crime then. The definition of what is a crime is certainly shaped by perception - because the very definition is decided by people (and changes when society changes its mind).

Reality is either validly or correctly perceived... one can change one's perceptions to correct perception by understanding and analytical study of emptiness and such, while cultivating altruism. Perceptions change all the time... everything arises due to causes and conditions, are changing and impermanent... ALL things.
