It depends on the State. Only 17 of the 50 states consider this to be PUBLIC INFORMATION and accessible to anyone. However, I dont know of any sites that allow this for free

I'm going to start copy/pasting this answer. I'm surprised that so many people are still unaware of the Federal Privacy Act. This prevents anyone except law enforcement, insurance companies or similar agencies from accessing personally identifying information about someone else. Can you imagine if just anyone could find out your info with just a phone call or mouse click? How easy would it be to have your identity stolen?

I think only the cops are allowed to use the DMV database
