Can health insurance that I pay bi monthly be included in tax deductions as part of health expenses?

are these payments being taken from your paycheck? If so, you need to ask the employer if they were deducted on a pre tax basis, which means that you did not pay tax on that money, if that is the case then no. If they deducted the money after taxes were applied to your wages. then yes it would be.

If you paid the total amount out of pocket ( writing a check directly to the insurance co yourself) then yes you could include this expense in calculating you total medical expenses

If the premiums are deducted pre-tax you cannot take a deduction. Otherwise you can.
