The difference is in the amount of refining it goes through. White flour has been refined so much it has very little nutritional value or fiber left in it. Wheat flour just means it's made from wheat. WHole wheat means it has benen minimally processed and still contains a good deal of fiber. It will look slightly brown in color. It's much better for you than white flour.

If you are asking because you want to make bread: white flour is bleached, wheat flour is soft and whole wheat flour contains the grain. The best wheat flour is stone ground whole wheat. Most wheat recipes call for a combination of white and wheat flours. Various flour milling companies offer recipes. Try Robin Hood on line. I have a book published by Pillsbury some years ago which is great. Like their recipes but the best wheat flour recipe I ever found came from GNC. Some recipes add granola.
