Yes, under the conditions you gave (green light & walk signal) always have the right of way.
But I have observed that people who insist on taking the right of way without paying attention to other vehicles are just asking for trouble. Sooner or later, they will get in an accident.
In a collision between a car and a pedestrian or bicycle, I know which one I'm betting money on to win.
Being "right" would be good for your lawyer, but if you are seriously injured or killed, it's not much comfort.
There are rules and there is common sense. Common sense means 1) look both ways twice and 2) assume the other guy doesn't see you. I advise that a pedestrian does not insist on taking the right of way until they can make eye contact with the vehicle driver.

Yes, the person in the crosswalk with the walk signal always have the right of way, but as a pedestrian, do you really want to challenge a car for that right of way?
Always wait until it is safe to cross and that the driver sees you by making eye contact with them.

PEDESTRIANS DO NOT ALWAYS HAVE THE RIGHT OF WAY. Anyone who claims they do is ignorant.
That said, I'm not sure what you're asking. Few, if any, intersections with traffic control signals give pedestrians a crossing light while giving motorists a green light over the crosswalk.
If you began crossing in a crosswalk, with a light to do so, and then your crossing light changed and motorists got a green light, you would have the right of way as a pedestrian. However, if you begin crossing with a blinking light, you would not have the right of way.
Motorists who can make a right turn on red must yield to pedestrians legally in the crosswalk.
But to emphasize, pedestrians do not always have the right of way. Read any state's motor vehicle code on this matter.

whether there is a crosswalk or not, the pedestrain will always have the right of way. if you are making a right or left turn, you have to yield to the pedestrians that are crossing on a green light.

Even though a pedestrian does have the right of way, if a cop sees someone crossing illegally, they will receive a jay walking citation.
