I have teacher retirement,I was told that we could sign up for where we don't have to pay taxes on the income tax withdrawl
how does that work maybe for retirement purposes don't know.

If you withdraw so little each year that you are not required to file a tax return, then you could. Otherwise - you have income, you pay taxes.

I'm not sure that I understand correctly, but if you wait until retirement age to begin receiving distributions from your teacher retirement and the only other income you have is SSI, it is probable that you are in a tax bracket in which you will not owe taxes.
It would be best to seek the advice of a trustworthy financial adviser. Sometimes they work at your local bank, or tax office.
