The Fraze "White Trash" meant those that are crude, rude and socially unacceptable!

My grandmother was from the south, was very prejudiced toward blacks and explained this term to me. The phrase, "poor white trash", was what blacks in the south used, when slavery was in vogue, to identify those white people who were like them. That is were subservient. It was both derisive for those whites so identified and self depreciating.

I think it is supposed to mean poor white people who do not work and live off of the welfare system.

It's a rude saying that is meant to demean people. It means someone who is white, poor, uneducated and crass.
