You should be able to easily get some kind of circle shaped stencil that you can use to paint the polka dots. You may want to paint the circle area white before you use the pink though, it may be tough to get ti to cover a brown color easily.

Paint the wall brown, let it dry. Then take a coffe can, cut off the top. Dip the top of the coffee can into the pink paint, and use that to press the circles on the wall. Fill in with a sponge brush. Sounds like a really cute room!

Depending on how big you want the dots, you can trace around a plate, but more than likely you will have to use a primer over the brown paint before applying the pink paint or it will take several coast of the pink paint to cover, you can make different size dots using different sized plates ,bowls, trace around them with light colored chalk, seamstress chalk would work good as it leaves a fine line, however regular chalk would wipe off with a damp rag.

Take a piece of thin cardboard and cut circular holes in it of what ever size you want and use them for stencils. Put them on the wall and paint over them. It works best if you spray the dots on using the stencils so you have to leave a lot of room between the circle and the edge of the cardboard.

I would paint the room first, then get pink polka dot
stickers-Im sure you can find them, or you could
buy a circle template and cut them out of contact paper
and stick them on-that would be soo much easier than
painting them on the walls, good luck

1st of all why would you want to, but if your gonna do it the best way i would think of is cut like a stencil, maybe use a compass or something round like a coffee can to draw a circle on a piece of card board or heavy paper, and just hold that up on the wall and paint the circle. actually tape it and use a small roller so you have less of a chance to have it move on you. good luck.
