I noticed when watching a program on TV and there is a computer on screen, there is a straight line moving down the computer screen repeatedly. Why is that? Some sort of interferance?

I believe that this is caused by a difference in the scan or refresh rate of the video image, and the scan rate of the computer display. A related effect is when a car is driving past in shot on the screen, and at certain speeds, the wheels start to look as if they are going in the wrong rotational direction. Aeroplane propellor shots can do a similar thing.

The frame rate of the camera and the frame rate of the computer monitor are not the same. What you are seeing is the effective "animation" of the computer monitor getting refreshed.

Its the refresh rate/ Hertz of the monitors going.
