Its illegal to sell anyone a handgun to anyone under the age of 21...according to Utah law.

Sorry, but the answer is no. Federal law requires anyone who wishes to purchase a handgun in the U.S. to be 21 years of age, and of course you have to go through the background check and "waiting period" because of the Brady bill too.
