This is a hard one, there could be several interpretations I think...

A chain is made up of more than one link so this could mean a group of people or even humanity in general. The first part is a rather common saying with the meaning being that a team is not any better than their weakest player. However, the end portion is different. It seems to universalize the meaning or the components of the chain. It could mean that mankind is no stronger than the weakest person, or that life is a chain of events that that is no more powerful than the tiniest event, or that every great thing that mankind could try and do will fail to achieve perfection because of the differences between people's contributions.

It means that a team or whatever is only as good as it's worst player...the weak link is the one that will break and in any group effort, one weak one that will break, will surely lead to the end of the solidness of the group as a whole.
