Well because the name has to be one of a saint or a holy.person. And since there are limited names of saints...etc they have to be repeated. Also, sometimes a pope chooses a name of a previous pope to show that he will be guiding the church and leading it in the style of the named pope. This could mean a style of conservatism, or liberalism, or concentration on unity, or...etc. At first it was not obligaroty, but with time it became custom to choose a new name for the pope.

I think they take the name of a former Pope of thier choice, and go with whatever teachings and policies, and maybe build upon the teachings of the named pope. With a name like Ratzinger, that would be a plus eh? Its all a joke, and a farce anyway. The history of the Papacy is all about politics, power, subterfuge, and murder. It has nothing to do with Jesus Christ, they are using His Name in vain.

Hi, the Pope is at liberty to choose any name He wishes,some like to take the name of former Popes because of the goodness or great example that they gave,Pope Benedict chose this name to honor the last holder of this name.
