It depends on the situation, but most people who are rude to others in public continue to act that way because they intimidate people into not bringing it up. If you bluntly point out his/her/its rudeness when it appears, there's a chance you can squelch it. That would technically involve you acting rude, but it may be worth risking if it puts a stop to chronic annoying behavior.

If your with the person make sure not to participate.
Most of the time when people put others down it's because they are trying to make themselves feel superior.
This may be such a habit for them, they may not even realize they are doing it.
You may want to point it out to them, by asking them why they are being so negative.
None of us are perfect - we all have something we are working on.
Hopefully your friend will see this and turn over a new leaf.

Is this persone rude to you or just to others? Is he/she your friend, fiance, family member, work related partener, boss or what? Do we talk about a partiular personl or just in general?
There are only two ways to deal with this, to ignore the person, or to engage in an argument. So is up to you.
If this persone is rude to you (or it make you mad to see him/her being rude to others) stop seeing him/her. People never change (they get better or worst but they never change). Life is too short to waste it around this kind or person.

You really can't, as that would involve correcting someone in public, which would be rude also.
Perhaps when you have them alone, you can tell them how their behavior makes you feel, using "I" statements. If they choose to continue behavior that upsets you, you have to decide whether to maintain this relationship or not.

* laughing as if they are making a joke
* smiling as if they're spoiled kids and you're mature enough, not to be involved into their games
