Depending on the crime police will either go silent or use the sirens. Example, if a person is in the process of being raped, then the sirens would be used in order for the criminal to stop the rape action and flee, thus, leaving the victim alone and maybe alive. Or if its a burglary of a business with no possible chance of anyone (innocent) being harmed, then go silent to catch the person in the act. But these are just two examples from hundreds and its up to the officer to use proper judgement in the responses to crimes.

They put the siren on only when driving to clear the traffic and allow them the fastest route possible without worrying about how the traffic is.

You have watched too many movies and tv shows - that is the only time the police use sirens "just to catch criminals".

It's all in the editing, like everyone's saying. The ones where the guy gets away get aired, the other ones get cut. Although,the one where the suspect was chased down and caught by a police officer with one artificial leg was pretty darn impressive. Must have been embarrassing explaining that to his fellow felons.

If the call is emergent, then lights and sirens are required.

Emergent calls that police respond to are to save a life, respond to a fire, or to stop a crime.

Per the California Penal Code, lights and siren are also required to pull someone over.

The siren alerts motorists and bystanders that they are in route. And if you notice that when they go through traffic lights, they blow their horn, this is to let the other motorists know they are coming through and for them to stop so that no accidents will occur. If it is a burglary, or such, the officer will usually turn the siren off when near the scene in order not to alert the criminal that he is near.

Any emergency vehicle (police, ambulence, fire) that needs to rush to the scene of an emergency puts on their lights and siren to warn innocent bypassers that they are comming....first because other drivers are suppose to move to the side to allow the emergency vehicle to get to the scene of the emergency quickly (people's lives could be at stake), and second to warn them that if they DON'T get out of the way, there could be a crash.

They dont always, but if in traffic, this is a way to hopefully get others to move out of the way.
