Portable Document Format
"a self-contained cross-platform document. In plain language, it is a file that will look the same on the screen and in print, regardless of what kind of computer or printer someone is using and regardless of what software package was originally used to create it. "

A PDF file is a Portable Document File. This is a file that appears the same regardless of the computer system that it is viewed on, the font and any images will appear the same.
A PDF file can be viewed on any computer that has an Acrobat reader installed, which is freely available from the Adobe web site. PDF files are usually created by the full version of Adobe Acrobat. The full version costs several hundred dollars. PDF files can also be created by the Open Office word processor, which is freely available from the OpenOffice.org web site.

Portable Document Format - PDF's are actually an open file format created by Adobe. You do not need Acrobat to either read or create PDF's. There are plenty of other free programs out there to create and read, however Acrobat Read is the most common.
PDF files are actually more like picture images than like word documents. At least technically. PDF's actually CAN be edited and changed, but you do need the full version of Acrobat to do this. Most other free programs do not have the ability to edit.

PDF is a document that can be viewed across all computer architectures. On Windows you have to fetch a copy of Adobe Reader (free) to read it, and then to create one, you have to either purchase (expensive!) Adobe software to create it or be sneaky and fetch (free) one of various pieces of software (one I have is called OpenOffice, another is called something like ghostware, there are others I'm sure...).
