We did this and had a blast! You do the preparation and let the kids shake it themselves. I'll type out the instructions for you.
1 tablespoon Sugar
1/2 cup Milk or half & half
1/4 teaspoon Vanilla
6 tablespoons Rock salt
1 pint-size Ziploc plastic bag
1 gallon-size Ziploc plastic bag
Ice cubes
1.Fill the large bag half full of ice, and add the rock salt. Seal the bag.
2. Put milk, vanilla, and sugar into the small bag, and seal it.
3. Place the small bag inside the large one and seal again carefully.
4. Shake until mixture is ice cream, about 5 minutes.
5. Wipe off top of small bag, then open carefully and enjoy!
We had nuts and sprinkles for the kids to add to their ice cream.

It's just an ice cream recipe, easily searched on google. Why would pre-schoolers require anything different, I wonder.

Ok i know this will sound crazy but have them make it. On the foodnetwork site look up ice cream. Look for a snow ice cream recipe. Give each child a bowl of snow and the ingrediants and they can do it with you.

2 cups cold milk
1 pkg. (4-serving size) JELL-O Chocolate Flavor Instant Pudding & Pie Filling
1 tub (8 oz.) COOL WHIP Whipped Topping, thawed
15 OREO Chocolate Sandwich Cookies, finely crushed, divided
10 paper or plastic cups (6 to 7 oz.) or dessert dishes
10 worm-shaped chewy fruit snacks
POUR milk into large bowl. Add dry pudding mix. Beat with wire whisk 2 minutes or until well blended. Let stand 5 minutes. Gently stir in whipped topping and 1/2 cup of the crumbs.
SPOON pudding mixture into cups; top with remaining crumbs.
REFRIGERATE until ready to serve. Garnish with fruit snacks.

Ice cream is nothing more than cream, sugar and salt. You need a churn with some ice and rock salt.
You want flavors - try berries, chocolate, vanilla, etc.
