Like for instance if a person is a lawyer in California. Another person might be a lawyer in New York City.

As others have stated you can usually call, or, they typically have a way to search for lawyers on the various state bar websites. Go to this page and do a search:

Every state will have some form of attorney registration, and I would be surprised if they were not all available on line. Note that an attorney would be admitted in New York State, not New York City. Here is the link for California:

Not all states have a mandatory state bar, but where the bar isn't the main registration location, there will be another. Check out 'attorney registration [state]' on the internet.
