Now i am not the type of person to judge other people but it really gives me the creeps, how do i conduct myself around him?

There is a clear distinction between judging someone (condemning them for their behavior) and correcting someone (pointing out a bad behavior). In every state in the union there are safety laws about washing your hands when you use the bathroom at work.
It's a law, and this man should respect that law while he as work, regardless of his cultural heritage or what he is used to doing at home.
If you are the confronting type, I would pull him aside (don't do this in front of other people) and politely remind him of the LAW to wash his hands, remind him of the dangers of disease and such, E.coli, etc.
If you are the more passive type, you might have the supervisor type up a letter to ALL employees reminding them that washing their hands in this workplace is the LAW and they should be doing it. That way the gentleman does not feel "singled out."

Either way, the situation needs to be corrected immediately. This man is a genuine health danger to the customers and those employees around him.
