How many courses, quarters, or semesters can you miss before being dropped by the school and you have to reapply? In a community college or a University.

You have to apply for readmission any time you miss more than one academic year, in most schools. And you must ask leave for that one year, or you are assumed to have quit, and must apply for readmission.

But readmission is not like your original admission: you have credits already, you have a record with them, and that record will be the main reason you are readmitted or not. Generally, as long as you have above a certain GPA (2.0 is normal), you will be readmitted.

If you had problems not having to do with academic record, such as disciplinary problems of some sort, that's another story, of course. I went to University of Michigan during the turbulent early 1970s, when the book "Is the Library Burning?" was being worked out in the mind of one of my classmates. Those who were tossed out for leading student protests were not readmitted.
