Is it safe to plug a UPS into a 2-prong outlet using a 3 to 2 prong converter?

Safe? NO
Why? 3rd prong is for GROUND. Grounding is very important for protection of the UPS and anything attached to it. Get an electrician to convert the outlet for you.

If the UPS has three pins and the large (earth) is metal and not plastic then it needs to be a three pin outlet.

No. With that, also any surge supressors you may have will not work with out being properly grounded.
