Most leases and local zoning laws state you can't run a business out of your apartment. Unless your neighbor's lease states his apartment is non-smoking....he has every right to light up. The barking dog and loud video game would probably be enough for a noise violation but really....it'll only make things worse. It sounds like you've moved into a poorly built building. Either cough up the money for a better place or learn to deal with it.

Eco Freak ... You won't want to hear this answer, but you may have to make a choice. I heard you clearly; you said you love your apartment. Unfortunately, all the problems generated by your unpleasant neighbor ALSO come with your apartment. I suspect that even if he moderated some of his acitivities that annoy you, the nature of these annoyances would still be bothersome to you. Rest assured that I'm very sympathetic. I'm afraid the best things to consider are: (1) Move to a complex that expressly forbids these things that annoy you so much; or (2) Move to a detached home. Even moving to a single family home does not guarantee that you'd be forever free of these types of troublesome annoyances, but your chances of succeeding are much better, I feel. Good luck.

Well, if this is allowed in the apartments by the owner, then there is really nothing you can do. His apartment is pretty much his domain I can understand the video games because he can control the volume. But if dogs are allowed and smoking too, there's nothing you can do but show tolerance towards it. Talk to him about it, but be polite. You'd be surprised what you can accomplish.

If you complain to the manager/building owner?
And this person passes on the complaint to the 'offender'?
You shall probably have to deal with worse violations of your senses, as that offending person will be inclined to do more unacceptable things - just to annoy you. And the owner? cares about the rent money - not the comfort of other tenants.
Best solution?
Resolve/resign yourself to the intrusive situation - or move.

well about the noise thing there is something you can do about that like tell your landlord you should not have to put up with that. Now about the smoking thing...there is nothing you can do about that...nothing against the law...seriously you can go out among the general public and if they smoke you will smell it nothing you can do...its life. About his dog...same thing goes tell your landlord. Good luck!

If you are running a business out of your apartment and another tenant is not respecting the neighbors. Sounds like the complex is very tolerant. If you like tranquility an apartment is the wrong place. Especially this one

check your lease and see if there is a clause in there that says you have the right to live in a peaceful environment (i forget the exact wording, but it will be something like that). if your lease has that clause, your neighbor's probably does too. Inform the landlord that your neighbor is in violation of the lease with the excessive noise. See if the lease allows pets, maybe there is a violation there too. Not sure what you can do about the smoke. Smokers are just rude people to begin with.

As long as the State and Federal Government push tobacco and sell us dreams that we will never realize you will have to endure it. It is kinda fun to play video games. As long as the man is not doing it loud or smokey when you are sleepy time it is state sponsored. sorta.
Cheetos are yummy. And they are fun to eat. I think the orange stuff that sticks to the fingers is tang, but I am not certain of that.
Place a napkin over the vent and put some potpourri smelly good stuff on it. That might help.
Get headphones and listen to happy Disney music when he is playing. Talk to him, he might be a very nice man that is hard of hearing, and smokes.

enjoying laptop video games using fact it's going to make your head explode directly hahha no merely kidding of path smoking is worst that enjoying laptop video games... its merely like asking if it particularly is worst stabbing your self on the chest or mendacity on the settee all day... lol
