I'm using Turbo Tax and it gives me the option to receive my refund for both Federal and State via electronically. But do I still have to send in my paper copy of my W2, 1098, 1099, etc, etc to them? Or do they have an electronic copy that is sent to them from my employer, mortage company, etc etc?

No. Each business must send in their financial information on themselves, customers and their employees.
The IRS receives one copy of W2's, 1099's...etc. from businesses and the customer/employee receives the other copy.
Each form has specific information on it. When you fill out your tax return online, it will ask for this specific information. Most tax software screens will simulate the type of form you're needing to input.
So, if you enter this information correctly it will match what has already been submitted to the IRS.

If it didn't say you need to send it, than you don't need to. With so much of the stuff electronic, they don't need all the docs everytime.
