When the relationship ceases to become a relationship and more like work.
When you feel that you're obligated versus when/what you want to do for the other person, it's time.

Usually something changes in the relationship, someone graduated from collage, one of you meets someone else, one of you does something for the other to loose trust. To prevent being in a rut and simply going on with the relationship because it is less of a hastle than actually doing something I suggest ....If you have been together for over 5 years (and you are done with your education and actually have a career) and he is not proposing it is time to move on.
