Yes you do need permission, as I assume you will be altering the garage doors to windows, therefore altering the appearance of your property.
As I'm not sure what area you live in have a word with your local council, you may be able to do the work on what is called a building notice, you will have to pay a fee in relation to the total amount of money the work is going to cost. All the work will have to be certificated - in case you want to sell at some stage.

Yes you do . but a lot of people convert without planing permission ,check with your local planning office just to be on the safe side

Yes, you absolutely need planning permission.
However, if you leave the garage doors where they are and DON'T describe it as an extra bedroom when you come to sell.... who's to know?

If you're not altering the structure (as opening a window etc.), generally you shouldn't need one, but you may need building permission depending on the sort of internal changes you are planning to do.

dependant on the area that you live in ,planning permission probably wont be required,, but builiding regulations will have to be adhered to ,to make it officially a bedroom eg; double plaster boarded ceiling for fire regs,, if there is anything above the garage

Depends on where you live

I live in a city that requires building permits for anything you do to your home in or outside. BUT Since it is interior work (Unless you are puting in windows) no one will know. If you are puting in windows then you might have to get a permit(all depends on how strict you ordenace officers are). GOOD LUCK!!

We are planning on doing the same thing... with windows!

that depends on whether the garage is attached to house or not...if it is you do not normally need planning but you must inform building control and do the works under their control if you don't you will struggle to sell later if its detached then check with your local council but you normally would need planning consent

Unfortunately, yes you will need to get permits. They require you to get permits before doing any construction on a house. It actually does protect you in the end. Say for example, you decide to sell your house sometime down the road, if you don't have permits for work done to your house, you may not be able to sell.
