No. There will still be plenty of unbelievers on earth. The Bible says that the gospel will be published (that might mean preached, it might mean written) throughout the world before Christ returns. Maybe you are referring to one of the perverted versioins of the bible. Jesus does want everyone to have at least a chance at knowing him.

No, that is a misquote of a verse that refers to the tribulation period. Jesus will come back when all that are to be saved are saved, and then He will return.
