all the exercises suggested by the others would definitely help. running, brisk walking, lounges and squats. however if you waist is smaller than your hips and and thighs chances are that it would remain that way even if you lost weight, you waist would shrink some more. i have the same problem. a size 8 can fit round my waist but my hips and thighs go up to 12. difficult to buy trousers especially jeans. i would suggest you do all the exercises but find stores that cater for you sort of shape. don't go into topshop looking for a pair of jeans you will come out depressed rather go to places like next.

Jogging squats, and lounges (stand with one fot forward, one back and bend your knees to a 90 degree angle - works even better with the back foot elevated on a bench)

apparently walking is meant to be good for legs as it helps the muscle stay flat to the bone. you are also meant to walk at least 10,000 steps a day to keep fit :)
