Hi, I had afternoon tea at the Ritz in Paris a couple years ago. The tip/gratuity was included, as is usually the case in France. I did leave a few extra coins, however.
If you're having tea at one of the Ritz properties in the United States, where the gratuity most likely isn't included, I would just tip based on the quality of service. If the service is good, leave anywhere from 15 to 20 percent, just as you would in a restaurant.

The tip you leave should be as appropriate for whatever Ritz you're at for tea. In Europe, if you get good service, a 10% tip seems reasonable. In North America, good service would include an 18-20% tip. I don't know about the tipping customs in other areas, but hopefully someone else answering does. I agree that it's confusing in general, but tipping for tea should be the same as tipping for any other meal.

I haven't been for afternoon tea at the Ritz, but... in the UK you tip 10% and up. However, I only tip if I've had a nice time/meal/whatever. You're not obliged to tip, and there isn't the stigma attached to tipping in England compared to other places in the world. Having worked in the catering industry, I wouldn't expect someone to give me free money if I hadn't earned it, but if you want to, even the smallest gesture is appreciated. Except coppers. That's just rude.

They dont tip in the Ritz..you leave a small gratuity at the main desk.
