I remember a very similar situation in my own life. I was in 8th and she was in 9th. She was probably an inch shorter than me but that was really tall for girls at my school. She also had a boyfriend who was in the 8th grade with me. All of my 8th grade year went by and we would only exchange looks every now and then. Then she signed my yearbook and told in it told me she had broken up with the other guy and to call her this summer if I wanted to hang out. Mid-summer came and I called her on Sunday. On Wednesday she invited me over to her house which was filled with making out and the first time I actually saw boobs in real life. Her family came home and invited me to dinner. Then her other boyfriend, who was like a junior or senior in high school came by on his motorcycle. I only had a BMX bike. She later confessed that she was already seeing two other guys and I was the thrid in the line. I was absolutely ok with that and begged to stay with her. She dumped me none the less but also told all her friends about me and I wasn't dateless again for the rest of junior high and high school.
So I say let her know you are interested and see what happens.

What you are experiencing is a crush and she might just be looking at you because you might be looking at her more than you realise which might just mean she is a little uncomfortable. If yoou know she has a b/f then i'd try to leave her alone until she doesn't have one (could save you some trouble).
