Right click the start bar NOT THE START ICON BUT THE BAR NEXT TO IT THAT IS THE BLUE PART IN XP THEME. Right click,Properties, start menu tab, customize, advance tab,and then in the scroll box select run command

open the start menu and in a blank area (up by your username maybe), right click and hit properties. open the "Start Menu" tab at the top. hit "customize" next to your appropriately selected Start Menu design. If it was the "Classic Start Menu" design, check the box that says "Display Run" in the new window. If it was the "Start Menu" design, hit the "Advanced" tab in the new window. Scroll down in the "Start Menu Items" part of the window and check "Run command"

Rightclick on the Taskbar and select Properties from the menu
Go to the Start Menu Tab
Click on the Customize button for the menu style you use (it will be the one not grayed out)
There is an option in there to turn on and off the "Run" command
Turn it on....
