Chances are at some point he was interested in you to start with so go for it. Guys do not start friendships with girls, they end up in freindships with girls that aren't interested in them at the time.

Sometimes best friends make the best partners. You have known him for 4 years, you know what he is like, how he acts, and how he treats people. You know if he is trustworthy. I would approach him, get closer to him, touch when talking, ask him out, etc. See where it takes you.

have you shaired these feelings with him. i would say that would be a start. show him your so into him by doing something special mabey make dinner and watch a movie. there are so many diffrent ways . good luck,,,,,
